Comparison

Best AI video generators for short dramas in 2026: compared on what a series actually needs

A short drama is not one pretty clip. It is dozens of vertical shots in which the same two leads have to look, sound and move like themselves from the first scene to the cliffhanger. We compared five generators on exactly that, using each company's own documentation as checked in October 2026. We did not run our own benchmark, and we say so where it matters.

Key takeaways

  • For dialogue-heavy vertical scenes, Kling 3.0 and ByteDance's Seedance generate picture and speech together, accept character references and support 9:16 — the closest fit to a drama workflow on paper.
  • For the longest single take, Seedance 2.5 is documented at up to 30 seconds per generation; Kling 3.0 and MiniMax H3 (Hailuo) reach 15 seconds.
  • For Google's ecosystem, Veo 3.1 in Flow does native 9:16, up to three reference images and always-on audio, but each clip is 8 seconds or less.
  • For visual control with audio handled separately, Runway Gen-4.5 supports 9:16 and references but, per its help center, outputs video without embedded audio.
  • OpenAI's Sora app and API have been discontinued, so it is no longer an option for new projects.
  • None of these tools allows sexually explicit output under its policy, so romance has to stay within their limits.

The short answer

If you are making a talking-heads vertical drama — two characters, close-ups, lines that have to land — start with a generator that does native audio with lip-sync and holds a character reference: Kling 3.0 or Seedance. If your bottleneck is shot length, Seedance 2.5's 30-second single pass is the longest we found documented. If you already pay for Google AI, Veo 3.1 in Flow is the easiest place to start. Runway is strongest when you plan to do sound and voices in a separate step anyway.

All of this is drawn from documented specs and policies, not from our own side-by-side test. Specs in this category change every few months, so check the linked pages before you commit a series to one tool.

What matters for a short drama (and what does not)

Most AI video reviews judge a single clip: does it look real, is the motion convincing. A series is judged differently. These are the five things we compared, in rough order of how much pain they cause when they fail.

  1. Character consistency across shots. The lead's face, hair and wardrobe have to survive cuts, angle changes and new locations. Look for reference inputs (images, short videos, voice) rather than prompt-only generation.
  2. Native 9:16. Cropping a 16:9 render to vertical loses framing and resolution. Short-drama apps are watched full-screen on phones.
  3. Clip length per generation. Longer single takes mean fewer stitches. At 8 seconds per clip, a one-minute scene is at least eight generations; at 15 seconds, four; at 30 seconds, two.
  4. Audio and lip-sync. Drama is dialogue. A model that generates speech with matching mouth movement saves a separate dubbing and lip-sync pass.
  5. Cost model. Daily free credits, one-time trial credits and monthly subscription credits behave very differently once you are rendering retakes of the same shot. We list the model only; prices change too often to print.

Raw visual quality matters too, but every tool here is good enough that consistency and audio decide more episodes than sharpness does.

Kling 3.0 (Kuaishou)

  • Kling VIDEO 3.0 generates clips from 3 to 15 seconds, with native audio that covers dialogue, sound effects and ambience, plus lip-sync in Chinese, English, Japanese, Korean and Spanish.[1]
  • For consistency it uses Elements: you can upload or record a 3–8 second character video as a reference and bind a voice to a character element.[1][2]
  • It supports 16:9, 9:16 and 1:1, and is available on the web, in iOS and Android apps, and through an API.[1][2]
  • Pricing model: a free Basic plan with no monthly credits, then subscription tiers with monthly credits; commercial use requires a paid plan.[1]

Content policy: Kling's terms prohibit sexually explicit, obscene and pornographic material.[3]

Hailuo AI (MiniMax H3)

Hailuo is MiniMax's consumer video site, and its current model is MiniMax H3, released in summer 2026 and published as open weights on August 3, 2026 under the MiniMax H3 Community License.[4]

  • H3 generates 4–15 second clips at 24 fps with native stereo audio, and lists 9:16 among its supported aspect ratios.[4][5]
  • Its reference mode takes up to 9 images, 3 video clips and 3 audio clips (12 files in total) to guide character, motion, camera, style and voice.[4][5][6]
  • Access: the Hailuo AI website, the MiniMax API, and downloadable weights on Hugging Face and ModelScope.[4]

We could not confirm Hailuo's plan structure from its pricing page, so the table says “Not stated”. Its terms prohibit sexually explicit or pornographic material.[7]

Runway Gen-4.5

  • Gen-4.5 generates 2–10 second clips and supports 9:16 (720×1280) alongside landscape and square ratios.[8][9]
  • It accepts image, video and audio references, and since January 2026 a first-frame image for image-to-video.[8][10]
  • Runway's help center says Gen-4.5 outputs video without embedded audio; speech and sound come from separate audio tools on paid plans.[8][10]
  • Pricing model: a free plan with one-time credits, then subscriptions with monthly credits and optional credit top-ups; Gen-4.5 is on the paid tiers.[11]

Runway's usage policy is the most detailed of the five on this topic: it bans sexually explicit content, adult nudity and non-consensual intimate imagery, may limit suggestive content such as lingerie, and prohibits using another person's image, video or voice without permission.[12]

Google Veo 3.1 and Gemini Omni (Flow)

Google's video tools live in Flow, its filmmaking app, as well as the Gemini app, YouTube Shorts and the Gemini API.[13][15]

  • Veo 3.1 clips are 4, 6 or 8 seconds, with native audio that is always on. Through the API, a clip can be extended in roughly 7-second steps to a combined video of up to 148 seconds.[14]
  • Ingredients to Video keeps a character looking the same across scenes from up to three reference images, and since January 2026 it renders native 9:16.[13][14]
  • Gemini Omni Flash, Google's newer model, takes images, audio, video and text as input and is pitched at keeping characters consistent across conversational edits. Google has not published its clip length or aspect ratios on the announcement.[15]
  • Pricing model: Google AI subscriptions (Plus, Pro, Ultra) include monthly Flow credits; the Pro tier gets limited Veo 3.1 Lite access and Ultra gets full Veo 3.1.[16]

Google's prohibited-use policy bans sexually explicit content made for pornography or sexual gratification and any facilitation of non-consensual intimate imagery, with possible exceptions for artistic, educational or documentary work.[17]

Seedance 2.0 and 2.5 (ByteDance, via Dreamina)

Seedance is ByteDance's video model family, and it is the one most explicitly built around multi-shot storytelling.[18][19]

  • Seedance 2.0 generates up to 15 seconds of multi-shot video with two-channel audio in one pass, from up to 9 images, 3 video clips and 3 audio clips plus a prompt.[18]
  • Outside China it reaches users through Dreamina and CapCut, with six aspect ratios including 9:16.[20]
  • Seedance 2.5 (July 31, 2026) doubles the single pass to 30 seconds, takes up to 30 images, 10 videos and 10 audio clips, and is described as preserving the appearance and voices of several characters across extensions. It rolled out first on Jimeng and Doubao Pro, with API access via BytePlus ModelArk announced as coming soon.[19]
  • Pricing model on Dreamina: recurring free daily credits, plus paid memberships (Basic, Standard, Advanced) whose entitlements vary by region and channel.[21]

Real faces are restricted: ByteDance requires identity verification or legal authorization to use a real person's portrait as a reference, and CapCut limited video generation from images containing real faces at launch. Dreamina's community guidelines ban nudity and sexual activity, including digitally created depictions.[18][20][22]

What happened to Sora

OpenAI announced on March 24, 2026 that it was shutting down the Sora app. According to OpenAI's help center, the app and web experience closed on April 26, 2026 and the Sora API was scheduled to end on September 24, 2026. Guides from 2025 that recommend Sora for vertical drama are out of date.[23][24]

Which one for which job

  • Dialogue scenes with two leads: Kling 3.0 or Seedance — both generate speech with the picture and accept character and voice references.
  • Long continuous takes, such as a confession or a walk-and-talk: Seedance 2.5, if it is available in your region; otherwise Kling 3.0 or MiniMax H3 at 15 seconds.
  • Teams already on Google AI: Veo 3.1 in Flow for 9:16 shots with reference images; budget for more clips per scene at 8 seconds each.
  • Stylised or effects-heavy shots where you will mix sound in post: Runway Gen-4.5.
  • Self-hosting or building your own pipeline: MiniMax H3 is the only model here with published weights.

Many productions mix tools: one for the dialogue close-ups, another for establishing shots. If you do, lock your character reference images first and reuse them everywhere — that does more for consistency than any single model choice.

Where ShortFling fits

ShortFling is not a video generator, and you cannot make videos with it today. We are a story platform: we produce vertical short dramas ourselves with an AI-assisted pipeline, and 12 series are currently in production. None is watchable yet; when they launch, the first episode of each will be free and later episodes will unlock with coins or VIP. The drama catalog is coming soon.

What you can read now is ShortFling Fiction: romance and fantasy serials, including an 18+ NSFW zone where every character is an adult. AI Star Mode — casting your own face, and only your own, as the lead of a short-drama template — is not live; there is a waitlist.

Frequently asked questions

What is the best AI video generator for a short drama?

On documented features as of October 2026, Kling 3.0 and ByteDance's Seedance are the closest fit for dialogue-driven vertical drama: both support 9:16, character references and native audio with speech. Seedance 2.5 has the longest single generation at 30 seconds.

How do you make an AI short drama?

Write the script and shot list first, create fixed reference images (and voice samples, if the tool takes them) for each character, then generate shot by shot in 9:16 using those same references, and edit the clips together. Tools without native audio need a separate voice and lip-sync step.

Which AI video generators support vertical 9:16 video?

Kling 3.0, MiniMax H3 on Hailuo, Runway Gen-4.5, Google Veo 3.1 and Seedance 2.0 in Dreamina all list 9:16 as a supported aspect ratio on their official pages.

Can AI video generators make adult or NSFW scenes?

Not these five. Kling, Hailuo, Runway, Google and Dreamina all prohibit sexually explicit content in their terms or policies, and several restrict using real people's faces without consent.

Is Sora still available for making AI dramas?

No. OpenAI discontinued the Sora app and web experience in April 2026, and the Sora API was scheduled to end on September 24, 2026.
